Ms Lan Tran

Chairwoman

Ms. Lan Tran is a qualified Attorney-at-Law and member of the Hanoi Bar with over two decades of experience in cross-border investments, corporate advisory, regulatory strategy, and transaction governance across Vietnam and the broader ASEAN region.

She currently serves as Partner Lawyer at Lawpro and ALOKA Law Firms in Vietnam, advising corporations, foreign investors, and financial institutions on mergers and acquisitions, fund raising, corporate structuring, due diligence, and complex investment frameworks across sectors including energy, real estate, banking, telecommunications, and sustainable development.

Earlier in her career, Lan held senior leadership roles including Vice President of DELTA E&C Worldwide (Hong Kong) and Deputy Director of DELTA E&C Vietnam, where she supported financial arrangements, investment projects, and regional partnerships throughout Asia. She has 12 years working for IBM Vietnam and Indochina where her skills were practiced in legal environment between Vietnam – Singapore – United State of America where head quarter of IBM Corporation. She has also worked closely with venture capital networks through Vietnam Silicon Valley, advising on governance structures and investor engagement.

As Chairwoman of the Board, Lan provides strategic leadership and governance oversight, strengthening the firm’s regulatory foundation and supporting the company participating in sophisticated, high-value transactions.

Mr Bill Ta

Chief Financial Officer

Mr Bill Ta is a finance and investment professional with over 18 years of experience across financial services, energy, mining, and commodities. He brings deep expertise in capital strategy, investment evaluation, and cross-border transactions.

He has been actively involved in the investment sector with a strong focus on gold and precious metals trading, and maintains extensive relationships with established investment houses and financial partners across Asia and the Middle East.

Bill has also participated in oil and gas development opportunities and has supported initiatives within emerging and alternative energy. He was a co-founder of Environment-Dioxin Research Pty Ltd, an environmental research enterprise later acquired by Wealth Riches Company Limited Group — reflecting early strategic engagement in sustainability-focused ventures.

As Group Chief Financial Officer, Bill oversees the firm’s financial strategy, capital planning, and funding structures, reinforcing governance while supporting the execution of complex, high-value transactions.

Mr Louis Tay

Chief Executive Officer

Er. Louis Tay is an engineering, urban, and development strategist with over four decades of international experience in infrastructure development, urban planning, and large-scale project advisory across the Middle East, Africa, and Southeast Asia.

A registered Professional Structural Engineer in Singapore, he began his career with the Housing & Development Board (HDB), where he played a pioneering role in advancing prefabrication technologies for Singapore’s public housing programme. His contributions earned him the Public Administration Medal (Bronze) from the Singapore Government and the Derrington Award from the Institution of Structural Engineers, United Kingdom.

He joined Surbana Jurong (SJ) in 2003, where for 14 years he helmed its international business expansion, bringing Singapore’s urbanisation strategies to countries in the Middle East and Africa. While at SJ, he was involved in the development and implementation of ICT-based estates maintenance management solutions, which have now been institutionalised nationwide to improve the quality of life of more than 1 million public housing apartment owners in Singapore.

Throughout his career, Er. Tay has worked closely with governments, multilateral institutions including the UNDP and World Bank, and private sector partners on national development strategies, sustainable urbanisation, and major infrastructure initiatives across emerging markets, including projects spanning more than 17 countries in Africa.

As Chief Executive Officer of Kingdom Investment Exchange Holding, he leads the firm’s strategic direction, focusing on the originating, financing, and structuring of large-scale infrastructure and development opportunities, and strengthening global partnerships across complex cross-border projects.
